The law required all waterfowl hunters 16 and older to purchase and carry a federal duck stamp while hunting. The first stamp, issued in 1934, featured artwork by J.N. "Ding" Darling, a renowned political cartoonist and conservationist. It cost $1, and proceeds were used exclusively to protect and acquire wetland habitat for ducks, geese, and other migratory birds.
