This is Seven Sins Choppers solid steel tapered slug. This goes from 1" OD to 3/4" OD. They are about 1.125" long on each side. There is a bevel at the transition point for easier welding. This bung can be used for a proper solid connection to an older style rear axle plate (that has a 1" ID) to mount to a 1” frame or to close off a tube.
