𝗡𝗢𝗧𝗘- 𝗧𝗵𝗶𝘀 𝗽𝗮𝘁𝘁𝗲𝗿𝗻 𝗶𝘀 𝗼𝗻𝗹𝘆 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗢𝗩𝗘𝗥-𝗕𝗢𝗗𝗜𝗖𝗘.  The blouse underneath and the belt are not included.  You wear this over a blouse LIKE SUSPENDERS.
